When CX re-opens, everyone must re-register. All accounts will be "Registered Guests." They can broadcast and hang out in any public Lounge.

Some people will be invited to become "Citizens."
CItizenship status is on an invite-only basis.

1) Citizens are the only property holders.

They each get their own Lounge.   It is up to the Lounge owner to decide who can visit his lounge.  Is it Public? Citizen-Only? In the future, you will even be able to decorate your Lounge to fit your tastes. CXTools is included for all Citizens.

2) Citizens will have the ability to post to the main page. The site will be "ours." So all Citizens will be invited to contribute to the community weblog. Announce shows, link to side projects, whatever.

3) Citizens will be expected to pay taxes. 

Every Citizen will be expected to pay $5/month to help maintain the roads (pay hosting costs) in our digital world. 

4) Citizens will participate in forming community standards and policies.

5) Citizens will be empowered to nominate friends to be new Citizens.  Initially, all nominations will be confirmed by me.  You will be responsible for the people you nominate. Be proud of the people you invite.

6) This new system should make troublemakers in the community obsolete.  But if any Citizen does not abide by community standards, they will be excused with no hard feelings.  (Taxes paid for future months will be refunded)  Halcyon will be the arbitrator in disputes.
